DILG Region 3, with the assistance of the Local Government Academy, assessed Knowledge Management (KM) practices of its LGRRC stakeholders through the conduct of the KM External Audit held on March 27, 2012 at DILG Region III Conference Room, City of San Fernando, Pampanga.  The activity was participated in by representatives from BFP, PNP, NEDA, DTI, DENR, DepEd, CSC, LGUs and State University and Colleges (SUCs).  Said participants were identified as major service providers along the areas of governance based on the LGPMS which are administrative, social, economic, and environmental governance.

to determine the level of KM readiness of the LGRRC 3 external stakeholders specifically their knowledge strengths and assets as well as their weaknesses and barriers which will provide a concrete basis for better KM strategic planning and programming in the region.  This will also enable these stakeholders to identify knowledge areas for improvement and opportunities that need to be sustained and further strengthened.  Such knowledge plans and strategies will lead to the development of KM centric organizations which in turn result to a more effective and efficient service delivery to the whole citizenry of Central Luzon.

RD Florida M. Dijan, in her opening message, expressed thanks and appreciation to the participants and urged their active participation in order to effectively assess their respective organizations’ KM readiness as well as identify the gaps which need to be addressed.      
 
In order for the participants to better appreciate the audit, LGRC Program Coordinator Mr. Joel Cruz gave an overview of the concept of Local Governance Resource Center (LGRC), Knowledge Management (KM) and Knowledge Management Audit. 

KM Audit Tools consist of KM Assessment, Knowledge Mapping, Knowledge Capital Plan and Social Network Analysis were administered by LGRRC 3 KM Audit Coaches composed of CDD Chief Darwin D. David, OIC-MED Chief Lerrie S. Hernandez, ITO I Melerie G. Pineda and AO IV Miriam P. Gaviola.

 In closing, ARD Jonathan Paul M. Leusen, Jr. expressed optimism in filling the need for a project on good governance that would result to a more effective and efficient service delivery to respective clients. He is looking forward to the active participation of external stakeholders in the operation of DILG R3 LGRRC.

DILG Pampanga Team led by PD Angelina S. Blanco attended the groundbreaking of another Local Government Support Fund (LGSF) Project in the province of Pampanga which was held at Barangays Tabuyok and Balucuc, Apalit, Pampanga. The project is the Upgrading/ Concreting of Tabuyok- Balucuc Farm to Market Road amounting to P1,000,000.00. The said project will  formally start on March 29, 2012 and expected to be completed on April 21, 2012.

The groundbreaking was graced by the municipality’s local officials headed by Mayor Oscar Tetangco, Jr. and Vice Mayor Peter Nucom along with SB Members, Department Heads and Barangay Officials.  MLGOO Edita Abalos of Apalit, LGOO VI Jose Algy B. Canlas and LGOO V Josephine Villanueva of DILG Pampanga Provincial Office were also present.

Mayor Jun Tetangco and the barangay officials of Tabuyoc and Balucuc expressed their gratitude and appreciation to the national government especially to DILG for the financial support extended as this project would ensure viability of transport of farm produce to the markets.

RD Florida Dijan receives Plaque of Recognition as a Woman Leader from Mayor Arturo Naguit of Minalin, Pampanga

RD Florida M. Dijan received a Plaque of Recognition from the Municipality of Minalin, Pampanga on March 22, 2012 in honor of her contributions as a servant leader and an outstanding representation of women in public service.  The plaque was awarded by Mayor Arturo L. Naguit on the occasion of the municipality’s commemoration of the International Women’s Month with the theme, “Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility”.  Also recognized were Lady Punong Barangays as well as other women of Minalin who excelled in their professions.  

The municipality conducted said awarding by virtue of Sangguniang Bayan Resolution No. 2012-14 entitled, “Giving Recognition to Women in the Community with Various Contributions in Local Governance.”

RD Dijan, in her message, commended the efforts of Mayor Naguit for being an SGH recipient which is a manifestation of the values of transparency and accountability towards achieving better local governance in Minalin.

RD Dijan likewise visited the Sangguniang Bayan’s Office of Minalin to know the status of implementation of the Sanggunian Information System (SIS) installed by DILG in February of this year.  

 
 

Again, DILG R3 emerges as one of the best, if not the best region in the implementation of the Local Governance Management Performance System (LGPMS).  With the efforts of its fieldmen and field offices, through their Provincial/City LGPMS Focal Persons, DILG R3 has completed the on-line data entry as early as March 9, 2012, beating the Regional Office’s self-imposed deadline of March 10 and the Central Office’s deadline of March 23. This again has showed the unwavering dedication and workmanship of both the people in the Department and their LGUs.

DILG, as a catalyst of excellence in local governance, has set programs that would realize its vision of better governance and improved general welfare of the citizenry.  One of these programs is the LGPMS, an institutionalized mechanism to assess the actual performance of LGUs.

LGPMS, being a diagnostic tool that is used in planning, budgeting, legislation, monitoring and evaluation of performance and productivity, has proven to be effective in identifying the areas for improvement, which is necessary in addressing the gaps in the delivery of basic services to the public.

Another project funded by the Local Government Support Fund (LGSF) amounting to P600,000 was inspected by DILG Provincial Director Angelina S. Blanco together with the Provincial Focal Person LGOO VI Jose Algy Canlas.  Said inspection was attended by the Hon. Mayor Jose Maria Hizon, MPDC Gloria Cruz and MLGOO Rosalinda Camaya. The project is located in front of Don Honorio Ventura Technological State University. It was started on March 2, 2012 and it is expected to be finished on April 20, 2012.

The Local Government Support Fund is a fund being released by the Department of the Interior and Local Government and the Department of Budget and Management to provinces, cities and municipalities which have passed the DILG’s Seal of Good Housekeeping.  Said fund is intended to defray part of the decrease in the local government’s Internal Revenue Allotment for the year 2012.

The funds shall be utilized as capital expenditure and shall be used to augment the approved 2012 annual investment plan for implementation of any or combination of the following projects like rural electrification, local roads connection national roads, arterial farm-to-market roads and bridges, local economic enterprises, flood control and drainage and to support priority projects of the National Government such as Millennium Development Goals, Philippine Disaster Risk Reduction and Management Act of 2010 and Solid Waste Management Act of 2000.
