DILG-3 Regional Information Officer Miriam P. Gaviola shared the Department’s preparations, in coordination with other government agencies, in anticipation of North Korea’s rocket testing in an interview at CLTV 36’s “So To Speak” hosted by Ms. Sonia Soto, which was aired on April 14, 2012, 7:30 pm.
“So To Speak” is a program of CLTV 36 which tackles current issues that affects the lives of the people of Region III. It also aims to empower people through information coming from people with knowledge and authority on the current issue at hand.
When asked by host Sonia Sotto on the readiness and preparation of the government, through the DILG in connection with North Korea’s launching of a rocket to send a weather satellite into space, Ms. Gaviola said that an advisory was issued to all DILG provincial and city directors directing them to inform the local chief executives within their jurisdictions regarding the threat of the said rocket testing and the preparations that should be made in case falling debris from the rocket hit their area. “Ang ating mga Local Government Units ay kailangan ring mag identify ng mga evacuation centers at magkaroon ng food assistance at medical contingency bilang paraan ng paghahanda”, said RIO Gaviola.
Aside from this, a “no fishing policy” has been declared, particularly in areas where fragments of the rocket were expected to fall. Also, the department requested the people to stay indoors from April 12 to 16, 2012, the duration of North Korea’s rocket test.
Other guests during the program are Nigel Lontoc, Assistant Regional Director of the Office of Civil Defense Region III, and Major General Ricardo Banayad, Division Commander, 1st Air Division, Philippine Air Force.
DILG Region 3 Florida Dijan shares insights and words of guidance during the program evaluation
DILG Region 3 conducted its First Quarter Program Evaluation for Calendar Year 2012 on April 12, 2012 at DILG Regional Office, City of San Fernando, Pampanga.
The evaluation was aimed to address issues and concerns encountered by the regional and field offices in terms of DILG program implementation during the first quarter of this year. It also served a venue for the Regional Management, Provincial Directors, City Directors and Cluster Team Leaders to identify better and more effective mechanisms and strategies on how to improve the field and regional operations in the succeeding quarters.
Highlights of the activity include the presentation of CY 2012 First Quarter Accomplishments by LGOO IV Carren C. Musni, designated Regional Planning Officer, discussion of program updates and deliverables for the second quarter by the Division Chiefs of the Capability Development Division (CDD), Monitoring and Evaluation Division (MED), and Financial and Administrative Division (FAD), and clarification of legal issues concerning LGUs by ARD Jonathan Paul Leusen, Jr. and Regional Legal Officer Myron Cunanan.
Programs, projects and activities discussed included, among others, conduct of 47th Batch Induction Training, LGU Revenue Code Updating, Installation of MDG Tracking System LGPMS, LGU Webpage Development, CBDRM implementation, LGPMS Data Validation, BGPMS roll-out, SGH assessment, PCF project requirements monitoring, SaLin Tubig beneficiaries, LTIA assessment, BPLS adoption, conduct of a Regional Peace and Order Forum, training and travel policies for local officials and DILG personnel, submission of Statement of Assets, Liabilities and Networth (SALN), Clustering strategy of Cluster Team Leaders (CTLs) and Search for Best DILG Regional Director/ Provincial/City Teams.
Towards the end of the activity, a video presentation on the Rebirth of an Eagle was shown. The video conveyed the analogy of eagles and humans and the need for a rebirth process and transition from one state to another, that without this change, an individual would not grow and become what he is meant to be. Likewise, an AVP on the principle of TEAM (Together, Everybody Achieves More!) was played depicting the message, “Coming together is a beginning, keeping together is progress, and working together is success”.
In closing, RD Florida M. Dijan, urged everyone to heighten passion for performance and develop stronger camaraderie between and among peers. She likewise enjoined Field Officers to strengthen local partnerships, the DILG having an oversight function over LGUs. She is in high hopes in leading an excellent team towards achieving the best performing region.

In compliance with DILG Memorandum Circular No. 2012-29, San Miguel, Lubao, Pampanga, the showcase barangay in Region 3 held its Barangay Assembly on March 31, 2012 at 8:00 am.
Gracing the event were Pampanga Governor Lilia Pineda, Lubao Mayor Mylyn Cayabyab, DILG-3 Regional Director Florida Dijan, DILG Pampanga Provincial Director Angelina Blanco and Butil Representative Agapito Guanlao. There were also other guests from different national government agencies such as the DILG, PIA, NIA, DENR (CENRO), DA, PNP, BFP, Sangguniang Panlalawigan/Bayan Members, Department Heads and NGOs.
San Miguel Punong Barangay Angelito Bansil comprehensively rendered his State of Barangay Governance Report (Ulat sa Barangay). After sharing a brief profile of Barangay San Miguel, the PB imparted the overall performance of the barangay. In the area of governance, the barangay garnered 4.17 out of 5, Administration 4.57, Social Services 4.65, Economic Development 3.68, Environmental Management 5.0. The barangay garnered an overall adjectival rating of EXCELLENT.
He further reported the current issues and problems of the barangay under the agriculture service to include farm-to-market roads, absence of subsidy of certified seeds (palay and corn), desilting and widening of creek, insufficient post-harvest facilities like hand tractors, threshers, water pumps. Under education, there is a need to repair two school rooms and continuation of roofing of the multi-purpose hall. In Health service, San Miguel has to establish “Botika sa Barangay,” Other concerns are lack of livelihood programs for the unemployed men and women, upgrading/renovation of electric post and primary line and not enough involvement of NGOs.

DILG Provincial Director Angelina S. Blanco, on the other hand, emphasized that this year’s activity is far different from the previously conducted assemblies since barangay officials have now adopted the Barangay Governance Performance Management System (BGPMS) through State of Barangay Governance Report (SBGR).
Congressman Agapito Guanlao of Butil partylist encouraged the preservation of agricultural barangays like San Miguel which has 600 hectares of farm lands. He vowed to assists farmers, most especially in their irrigation needs. He vowed to transform barangay San Miguel into a modern agricultural barangay in Pampanga.
Congressman Guanlao said that he is already working for the release of P38M to be utilized for the irrigation needs of barangays San Miguel, Sto. Cristo and San Vicente. The program is being reviewed by his office and to be funded in 2013. He added that if there will be funding savings for 2012, he will devote the same for the construction of a farm-to-market road in barangay San Miguel.
Mayor Mylyn P. Cayabyab disclosed that she already extended one farm tractor. As far as the request of barangay officials for construction of additional farm to market roads, she committed for the concreting of 200 meters under the municipality’s 20% development fund. She shared that she went to National Irrigation Administration Office recently to follow up phase 2 of the irrigation project in Lubao and committed to facilitate the desilting of the San Miguel Creek right after the holy week. Lastly, on the issue on unemployment, she pledged to provide skills training and livelihood programs to be funded by the municipal government.
Prior to the assembly, activities such as inspection of San Miguel Creek, Inspection of the Material Recovery Facility (MRF), Medical Mission/”Operation Tuli” and Free Massage Therapy were undertaken.
After visiting the barangay’s MRF, Hon. Lilia G. Pineda instructed PB Bansil to negotiate the purchase of the lot adjacent to the MRF for the establishment of the green house and more spacious barangay nursery. She committed to fund the purchase of the land.
In her speech, DILG-3 Regional Director Florida Dijan lauded the local officials from the governor, municipal mayor, and barangay officials whom she described as role models in governance. She encouraged them to sustain their good programs and encourage people’s participation. She

said the shining accomplishments of local officials in Pampanga are lucid manifestations of transparent and efficient service to the community.
The activity ended with the symbolic turn-over of the copies of SBGR to RD Dijan, Governor Pineda, Congressman Guanlao and Mayor Cayabyab.

Center for Health Development Region III, in coordination with DILG Region III, conducted the 2nd round Data Validation of LGU Health Scorecard on April 11-12, 2012 at Century Resort Hotel, Balibago, Angeles City. The activity was attended by the Provincial Health Officers, Provincial Health Team Leaders, CHD Personnel and LGPMS Regional and Provincial Focal Persons of DILG.

MED Chief Lerrie Hernandez discusses salient features of the the DOH-DILG Joint Memorandum Circular No. 2012-01
Evaluation Division (MED) Chief Lerrie S. Hernandez presented the salient features of the DOH-DILG Joint Memorandum Circular No. 2012-01 dated January 20, 2012. She gave emphasis on the roles and responsibilities of the LGUs, DOH and DILG. She also discussed the Implementation Schedule of the LGU Scorecard on Health.
The activity was aimed to ensure the accuracy and validity of the data for the LGU Scorecard on Health for final uploading in the LGPMS website. LGPMS on-line data culled out from the Health Scorecard will serve as vital inputs in the conduct of LGPMS Utilization of LGUs in Region III slated on April 1 to April 30, 2012.

The Department of the Interior and Local Government Region III in partnership with the Civil Service Commission Region III spearheaded the conduct of the 1st Regional Convention of All LGU/NGA Focal Point Persons and other program implementers of Gender and Development (GAD) on March 28, 2012 at the Department of Health Region III Conference Room. The said activity, with the theme “Where is GAD Now?” aims to re-examine the GAD Program through the Implementation of Republic Act 9710 or the Magna Carta of Women along with the identification of issues and concerns on gender and development in the region.
The convention was led by DILG Regional Director Florida M. Dijan, CSC Regional Director Karin Litz P. Zerna with Philippine Commission on Women Planning Officer Karen Dagnalan as resource person and Angeles City GAD Focal Person Purita Pineda-David as guest sharer. It was attended by 102 GAD focal persons and implementers of LGUs and National Government Agencies in Region III.
RD Dijan in her welcome message said that God is the first advocate of Gender and Development because when He created the first woman, He took her out of man, not out of his head to top him, nor out of his feet to be trampled underfoot, but out of his side to be equal to him and near his heart to be loved. RD Zerna on the other hand, briefly shared how the convention was conceptualized by both the DILG and CSC. She likewise expressed her thanks to the participants for gracing the event.
Ms. Karen Dagnalan of the Philippine Commission on Women served as the main speaker for the said activity and discussed a walk-trough on the program vis-à-vis RA 9710. Ms. Purita Pineda-David, GAD Officer of Angeles City meanwhile, shared the city’s best practices regarding programs involving women empowerment.
Mr. Darwin D. David, Chief of the DILG Capability Development Division discussed the successes and the hindering factors of the GAD program in each province in the region along with the progress made through its implementation. A workshop was conducted wherein participants identified issues and problems in their respective areas and how such will be addressed, through the LGUs and national agencies concerned.
In the afternoon, Mr. Martin Porres B. Moral presented the draft Guidelines on Gender Mainstreaming and Localization of the Magna Carta of Women to the participants. A very productive workshop ensued wherein particular sections of the guidelines were critiqued. All suggestions are well noted, compiled and submitted to both the PCW and DILG BLGD for consideration in the finalization of the said guidelines.
