The Department of the Interior and Local Government (DILG) Zambales led by Provincial Director Armi V. Bactad, CESO V, awarded the 2nd tranche of DILG Locally-Funded Projects for BuB 2015 of Sta. Cruz, Zambales worth Php 762,900.00, last April 27, 2016 at the DILG Provincial Office, Iba, Zambales. It was received by Engr. Jojo Meridor, MPDO, witnessed by Ms. Diana Ocampo, Clerk III from the Municipal Treasurer’s Office, Ms. Jane Nilo, 4Ps Parent Leader and LPRAP signatory and OIC-MLGOO Reden Morris M. Vergara.

The awarded funds is the 2nd tranche or 100%, of the total allotment amounting to Three Million Eight Hundred Fourteen Thousand Five Hundred Pesos (P 3,814,500.00) intended for the two (2) identified BuB projects funded by the DILG namely, the Rehabilitation of the Sea Wall along Public Market and the Construction of Drainage System along N. Ela and N. Mose Street located at Poblacion South, Sta. Cruz, Zambales. Said projects are expected to be completed on the 2nd Quarter 2016.

BUBSTACRUZ

LGU-Sta. Cruz is one of the pilot municipalities targeted by the DILG for the implementation of the Bottom-up Budgeting Program last 2014. As of this date, a total of Php 42,500,000.00 worth of projects, chosen by the different CSOs in the locality, was allocated and to be enjoyed by the people of Sta. Cruz, Zambales since the start of the program.

Bottom-up Budgeting (BuB) is a program of the current administration that aims to alleviate poverty in the country and strengthen collaborative governance with the private sector as part of the “Daang-Matuwid”. Before, planning was solely lodged at the National Government but because of the said program, the people of the community was given a voice in identifying programs and projects that will truly answer their needs in the community.

The Municipality of Subic through its Municipal Disaster Risk Reduction Management Council (MDRMC) under the supervision and leadership of Mayor Jay F. Khonghun joined the First Quarter Nationwide Simultaneous Earthquake Drill on April 21, 2016 dubbed as the 2016 Pagyanig Challenge. Duck, Cover and Hold was strictly followed by all municipal employees and the 16 barangays of Subic. PNP, BFP and the Subic Public Order and Safety Office (SPOSO) Rescue Team likewise performed search and rescue to the injured personnel as part of the drill.

The quarterly conduct of drills aims to prepare the Local Government Units in responding to different types of disasters. The activity was concluded with a sharing of observations from the participants as well as from the DRRMO Ricardo F. Otero, Jr. and the team who led the drill on the areas for improvement to ensure the security and safety of the people during disasters.

The Municipality of San Marcelino conducted the inauguration ceremony of the Level III Water Supply System Project funded under the 2014 Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) Program of the Department of the Interior and Local Government (DILG) on April 19, 2016. The 1st part of the activity was held at the pumping station at Barangay Linusungan, while the 2nd part was held at the Covered Court of Barangay Nagbunga. In attendance from DILG Region III were Regional Director Florida M. Dijan, DPA, CESO III, Zambales Provincial Director Armi V. Bactad, CESO V, LG-CDD Chief Jeffrey S. Manalastas, MLGOO Engr. Lee Allen B. Pineda and SALINTUBIG Regional Focal Person Engr. Billy Abalus. Also in attendance were the officials of San Marcelino Water District headed by their General Manager Ms. Lyn Villena. Municipal Mayor Jose F. Rodriguez together with MPDC Mr. Gilbert N. Villena, Linusungan Punong Barangay Patrocenio A. Ragadio, Nagbunga Punong Barangay Henry R. Dacayo and their Sangguniang Barangay Members hosted the program.

The Regional Assessment Team (RAT) of DILG Region III headed by DILG Assistant Regional Director Araceli A. San Jose, CESO V conducted the 2016 Seal of Good Local Governance (SGLG) Assessment last April 7, 2016.

The assessment started with the acknowledgement of participants by HRMO Gamelia S. Datugan. On the other hand, DILG Provincial Director Armi V. Bactad, CESO V introduced to the group ARD San Jose who is also the chairman of the RAT.

ARD San Jose explained the flow of the assessment. She shared that the SGLG, an upgraded version of the Seal of Good Housekeeping (SGH) aims to provide greater challenge to local governments to continue good governance practices while providing better services. She informed the group that the assessment is being conducted to gauge and improve the performance of the LGU in the six (6) basic areas: 1) financial administration; 2) disaster preparedness; 3) social protection; 4) business friendliness and competitiveness; 5) environment management; and 6) peace and order. Moreover, she introduced the members of the RAT namely: Assistant Monitoring and Evaluation Chief Rolando D. Ocampo; and Mr. Noel C. Sibal from the Parish Pastoral Council for Responsible Politics (a civil society organization). Also present to provide technical assistance were DILG Regional Office Personnel namely: LGOOs II Fernando M. Erese Jr. and Romer T. Enaje.

Assistant MED Chief Ocampo explained that for the local government unit to pass the assessment, it needs to comply all three (3) core elements of the SGLG and at least one from the other assessment areas to be able to become an SGLG recipient, or what is known as the 3+1 formula.

Armed with the appropriate documents, the provincial department heads and representatives from the PNP and DepEd showed eagerness in entertaining the concerns of the assessment team with the aim of giving the province another shot at the coveted SGLG.

The Provincial Government of Zambales was among the provinces in Region 3 awarded with the 2015 Seal of Good Local Governance and a monetary incentive worth P7 million pesos.

In the afternoon, the on-site validation ensued. Finally, the RAT conducted an exit conference to feedback the observations generated during the assessment.

Barangay Sto. Tomas, Subic, Zambales, the showcase barangay in Region 3 for the 1st Semester held its Barangay Assembly on March 19, 2016 at the Barangay Covered Court, attended by barangay residents, local and regional officials and functionaries, as well as representatives from national government agencies and other key sectors.

Punong Barangay Gennyfer G. Chantengco comprehensively delivered the State of the Barangay Address (SOBA) to the residents of Barangay Sto. Tomas present while highlighting the barangay council’s accomplishments for the past semester specifically on the areas of infrastructure, peace and order, campaign against illegal drugs, disaster preparedness, solid waste management, health and sanitation, education, sports, youth development, senior citizens and PWDs. He also presented the proposed plans for CY 2016 as well as the identified priority project to be proposed under the Barangay Bottom-up Budgeting (BBUB). He said: “Ang programang daang matuwid ng atin pamahalaan at ang Barangay Bottom-up Budgeting ay napakaganda sapagkat ito ay direktong tutugon sa ating mga pangangailangan. Kung tayo ay mabiyayaan ng isang milyon na Barangay BUB Fund, mas malaking pag-unlad po ang makikita natin sa ating barangay”.

To be able to deepen meaningful devolution and empower communities through broader and meaningful citizen participation thru the Barangay Bottom-Up Budgeting (BuB), the DILG Zambales conducted the BuB Civil Society Organizations' (CSO) Forum. The thirteen (13) municipalities of Zambales were divided into three (3) clusters.

cso1A total of six hundred thirty four (634) CSOs and 4P's Parent Leaders attended the forum which was carried out on March 16, 2016 at Cabangan Sports Complex; March 21, 2016 at RM TU Gymnasium; and on March 23, 2016 at Castillejos Municipal Rooftop.
