DILG Region 3, thru its Regional Information and Communications Technology Unit (RICTU), conducted assessment on the progress of 2025 BIMS implementation on December 5, 2025 at Greene Manor Hotel, City of San Fernando, Pampanga. It was participated in by all Provincial and HUC Information System Analysts (ISAs) along with RICTU and FAD personnel.
The activity served as a venue to review the region's accomplishments, reinforce present strategies and more importantly, sustain best practices on BIMS implementation. It also aimed to familiarize the regional IT team on the salient provisions of DILG Memorandum Circular No. 2025-104 on the Guidelines on the Implementation of the Local Government Unit Support System (LGUSS) – BIMS signed by SILG Juanito Victor C. Remulla as well as come up with action plans on the system implementation for 2026.
Regional Director Araceli San Jose, in her inspirational message, emphasized that the activity was a valuable opportunity to determine where the regional currently stands, identify areas for improvement and enhance strategic ICT capability development interventions for barangays as well as for provinces, cities and municipalities regionwide. She underscored that BIMS is not merely a system; it is a vital tool that helps barangays keep their records intact, accessible, and accurate enabling them to adopt digital and data-driven governance. She called for the continued support of the regional IT team, in assessing the region's progress, shape strategies, and sustain best practices that have been built and implemented towards stronger, faster and reliable service for barangays. She further challenged the team to continue developing innovative systems and processes that would not only improve LGU operations but also enhance the office's internal systems.
BIMS Updates and lined-up technical trainings for 2026 were also presented. The ISAs likewise shared their strategies and best practices on BIMS accomplishments in the past two (2) years since the system rollout.
Special citations and recognition were also awarded to the ISAs in recognition of their exemplary performance and valuable contributions which made DILG Region 3 as 2nd top performing region nationwide in terms of BIMS implementation. Certificates of appreciation and recognition were also conferred to those who served as team members and main developers in the Recruitment, Selection and Placement which forms part of the ICT innovations set for regional implementation.
Participants also engaged in collaborative team strengthening activities to further nurture teamwork and foster camaraderie between and among the members of the Central Luzon IT team.
In closing, ITO Pineda expressed profound appreciation to all the RICTU personnel and ISAs for their invaluable support, dedication, commitment to all the LGUSS deliverables in the region including the continuing development of internal systems and other ICT initiatives that will further enhance the regional performance and organizational efficiency. She likewise encouraged everyone to work in synergy driven by unity, dedication, cooperation and commitment.
