The DILG Region III, through its Legal Services Unit, served as resource speakers in a key informant interview with Atty. Ryan Jay Roset and Atty. Deborah Santos-De Jesus, representatives from Legal Network for Truthful Elections (LENTE) on December 03, 2025, at the DILG Regional Office.

 The interview focused on the implementation of the COMELEC Resolution No. 11104, designating the Department of the Interior and Local Government (DILG) as a member of the Committee on Kontra-Bigay (CKB), particularly on address complaints regarding abuse of state resources (ASR) pre and post 2025 National and Local Elections.

During the said interview, Atty. Chairmaine Jacqueline I. Paulino-Evangelista, Attorney IV and Regional Legal Officer, together with Atty. Jane Blessilda Fabula Bulaong, Attorney III, provided insightful comments on the forms of ASR based on their actual experience receiving complaints related to ASR, partisan political activities, and other complaints which may be counted as election offenses during the Election Period. They walked through LENTE on how these complaints are addressed within the capacity and mandate of the DILG, before, during, and after election seasons. They also recommended policy reforms based on the ground, on how ASR committed by local government officials may be better prosecuted effectively, and how the concerned government agencies, with the leadership of the Commission of Elections, should have a coordinated and concerted actions in the reporting, complaint-filing, and prosecuting of local government officials committing ASRs and other election-related offenses.
