Olongapo City formally inaugurated its FY 2024 Seal of Good Local Governance Incentive Fund (SGLGIF) Project, “Installation of CCTV in Public Places,” through a ceremonial ribbon-cutting and marker unveiling held on November 18, 2025, at Olongapo City Beach, Barangay Barretto.
The project involves the installation of 34 high-definition CCTV cameras along major thoroughfares in Barangays New Cabalan, Old Cabalan, East Bajac-Bajac, West Bajac-Bajac, Kalaklan, and Barretto. These units have been strategically placed in accident-prone areas, school zones, and high-traffic public spaces to enhance the city’s capability to prevent crime, respond to emergencies, monitor road safety, and ensure the general security of Olongapeños.
Mayor Rolen C. Paulino Jr. underscored the importance of investing in modern surveillance technology, stating that the city’s prudent use of its SGLG Incentive Fund reinforces Olongapo’s commitment to maintaining peace and order. He also emphasized that the project complements the operations of the newly established command center.
“Sa project na ’to, lahat ng Olongapeño po ay makikinabang—pati mga dumadaang turista, estudyante, mga kababaihan, kalalakihan. Lahat po ay matutulungan ng proyektong ito,” the Mayor said.
The ceremony was led by Mayor Paulino, DILG Olongapo City Director Zotico Gerson A. Villanueva Jr., CESE and DILG Region III Regional Director Araceli A. San Jose, CESO III. Following the unveiling of the project marker and ribbon-cutting at City Beach, Barangay Baretto, the program continued at the new Olongapo City Civic Center. There, Mayor Paulino reaffirmed the city’s commitment to safeguarding and sustaining the project’s purpose. RD San Jose delivered an inspirational message emphasizing the value of local innovations supported by national programs, while City Director Villanueva expressed his full support to ensure the project’s long-term success.
A ceremonial signing of the Certificate of Turnover and Acceptance formalized the transfer of the project to the city government, followed by a photo opportunity with the local and DILG officials.
The City Disaster Risk Reduction and Management Office (CDRRMO), the Olongapo Traffic Management and Public Safety (OTMPS) Office, and the City Communications and Information Technology (CCIT) Office will serve as the primary end-users responsible for operating and maintaining the surveillance system.
OTMPS Head Ret. PMAJ Camilo Pablo emphasized the project’s vital contribution to public safety:
“Bukod sa makakatulong sa traffic investigation at crime prevention, mas magiging panatag ang mga tao, knowing na may mga nakalagay na CCTVs.”
