Clark, Pampanga — Local legislators from across the province convened for AGUMAN 2025: NextGen Governance – Local Legislators in the Age of Transformation, a timely gathering focused on strengthening legislative leadership, innovation, and future-ready policymaking.
The activity opened with remarks from Hon. Maynard T. Lapid, President of the PCL Pampanga Chapter, highlighting the evolving role of local legislators in responding to emerging governance challenges. A message from the Department of the Interior and Local Government was delivered by Dr. Myra B. Moral-Soriano, CESO V, Provincial Director of DILG Pampanga, reaffirming the agency’s support for capacity-building and responsive local legislation.
Key learning sessions included “Future Proofing Legislation: A Guide for Strategic Foresight for Local Legislation,” facilitated by Mr. Kent Ellman Cadalin of the Development Academy of the Philippines, and a discussion on the Procedural and Legal Framework for Land Reclassification led by Engr. Eleador F. Balgos, EnP, REB, MPA of the Department of Human Settlements and Urban Development. The program also featured a session on the Local Legislative Awards, discussed by LGOO II Aubbrie Francheska Louise Sicat of DILG Pampanga.
AGUMAN 2025 also featured the provincial winners of the 2025 Local Legislative Awards, recognizing local government units of Floridablanca and Bacolor for their exemplary contributions to effective and transformative local governance.
